One possibility to consider is propagandist. It's far too general a term to really specifically describe a false accuser. On the other hand, "false accusing" is such an integral part of propaganda, one could almost assume that most propagandists are false accusers.
A better choice would be demonizer - one who portrays others as corrupt or evil. However, the typical meaning of that word doesn't exactly match what you're looking for. Ditto for manipulator.
I think the most accurate term offered so far is bib's suggestion - victim blamer, though it sounds a little awkward to me.
It should also be pointed out, that this phenomenon isn't limited to the guilty people who point a finger at their accusers. Ordinary citizens also tend to howl with rage at whistle-blowers while ignoring (or even re-electing) the most corrupt politicians.
Also, corrupt individuals often goad their victims into anger, so they can turn around and say, "See, this person isn't mentally stable!"
In that spirit, you might also seek an answer on a psychology or philosophy forum. "What makes people ignore or even support criminals while attacking their accusers?" If a really good term for what you describe exists, I would love to know about it.
