If you use 'is', the statement 'the frequency of attacks' is left unmodified and so becomes meaningless. 'Gideon Rachman' is not an English name, so that could be the source of the confusion.
Also with 'is', even if we avoided the first problem, 'the' would have to come before 'number'.
